The approved Gate #1 contract requires the real better-auth library + Telegram OIDC integration. That dependency cannot be installed in this evaluation environment (npm install is denied), so the implementation is BLOCKED on dependency availability.

The personnel server module, additive Prisma migration, and preview-only directory surface remain in the working tree. The directory renders against the E0.3 synthetic seed (Test Owner 01 / Test Tenant Alpha) without authentication.
